COUNTY COUNCIL MEETING

REPORTS AMD .GENERAL

At the monthly meeting of the Takaka County Council there were- -present: — Councillors George Winter (chairman), R. W.Sparrow, J. W.'Page, A.'H. Buigont, T. 11. D. Synies, A. H. Harriett. Accounts amounting tu £990 13s 7d were passed for payment. The bank balances wore as. follows: County Fund Account., credit, £lß9l 17s 7d; Loan Account No .4, Cr. £325 6s; fixed-deposits to the County's credit are £IOOO County Fund Account and £1250 on loan account. The riding balances are: Waitapu, Cr. £451 3s 2d; Anatoki, Cr. £451 3s 2d. CORRESPONDENCE Mrs Freda Reeves wrote agreeing to a culvert being placed under her private road.—Engineer to proceed with the work. The Minister of Justice, in reply to the Council's attitude of the local police regarding the enforcement of local bylaws, county and motor regulations, wrote stating that he had made enquiries and found that the constable at Takaka had been doing his duty in respect to enforcing the by-laws and motor regulations; also stating that the local constable was not permitted to undertake extraneous duties (which were the functions of the County Council and its officers), such as acting as county ranger, traffic inspector, etc. Such duties could not bo undertaken by the police except under agreement with the local body as to payment for the services rendered.— Received.

From the District Highways Council, enclosing a copy of the "Gazette" declaring additional highways—Lindsay's Bridge to Clifton. The Public Works Department notified that plans for the Tarakohe wharf approaches were being expedited and would be completed shortly. From District Highways Council, as to enforcing motor lorry regulations, particularly regarding the weights of vehicles. The Clerk replied that the Council had no instrument to check the weigEt. Councillor Sparrow said that steps should be taken to check the loads, as;sonic exceptionally heavy ones of timber wore being taken over the Hill The District Highways Council wrote enclosing the number of motor, registrations to date, and regarding sign posts on roads as required by the Motor Regulations.—Referred to the chairman and tho Clerk, with power to act. Eiordan Bros, wrote stating that they have completed cutting on Sam's Creek road and asking for a few days' work to bo done on Kill Devil track.—The Engineer stated that Riordah Bros. had spent a fair amount of money on Sam's Creek road and ho suggestod that application be made for £SO on the Supplementary Estimates to complete the work. —-It Mas resolved, on the motion of Councillor Barnett, seconded '*by Councillor Sparrow, that three days' metalling be done on the road ; that application be made for the grant; and that the work bo done, on Kill Devil track asked for.

H. Coltman, Health Inspector, wrote enclosing his quarterly report, stating that various inspections had been carried out and all were satisfactory. From wharfinger, enclosing quarterly, report and asking for annual leave.—; Leave granted provided he makes satisfactory arrangements for a substitute. The Clerk referred to the wharf charges, stating that the Anchor Company charged the Council with a portion of the labour and whereas the Council received only Is for' wharfage (marble, etc.) it costs them; 4s and 5s for" labour to load.—Resolved, on the mo.tion of Councillor Sparrow, seconded by Councillor Page, that the Anchor Shipping Company be notified that arrangements as to labour are cancelled for the future, except in extreme cases,, when arrangements must'be made with the chairman.

ENGINEER'S REPORT The Engineer's report stated that general maintenance work on the main highways throughput, the county had been carried out satisfactorily by the surfacemen. Metalling woi'k had been carried out on the following roads: On the main highway between Scott's and Sixtus's ; and Uruwhenua between Port's and Paine's Bridge. The stone crushing plant, working at Puramahoi, had put through 427 yards of metal which had been distributed along If miles of highway between Puramahoi Hall and McArtney's Hill. Satisfactory reports of progress were given on contracts on Anatoki road formation, Awaroa to Camp Creek formation, and Tarakohe to Ligav Bay. Tenders have been called for McArtney's Hill alignment and grade improvements. The Engineer further reported that to put the road in order between Moulder's and river would cost £7 14s.—It was decided to carry out the work, provided Mr Moulder contributes half cost. (The cost of metalling the road to N. Nesbit's at Puramahoi, would be over £2OO, and he proposed that the road be graded in about two months' linie.— Resolved to have'the road graded when the weather is suitable, the Engineer to ascertain what assistance the settlers would give. NEW COUNCIL CHAMBERS ! Mr A. R. Griffin, architect for the new County Chambers, attended the meeting and handed in threo tenders, all from Nelson firms, for the erection of now County Chambers. It was resolved on the motion of Councillors T. H. D. Symes and J. W. Page that the lowest tender, that of Messrs Robertson Bros., of £2758 4s 7d, be accepted subject' to certain small deductions being confirmed in writing. Councillor Sparrow voted against the motion.

The. erect ion of the. new building will commence in three weeks' time, or as soon as the present building is removed.

GENERAL

It was resolved that the Commissioner of Crown Lands bo written to for per-. mission to remove (590 yards of metal from A. 0. Nesbit's'property at 4d per yard royalty. Mrs Reeves is to be notified,that the 12-ineh pipes could be procured from the Council's yard at 5s each. Action regarding a river board was deferred until next meeting. Councillor Sparrow reported on the bad state of Spencer's road. —Engineer to have reasonable repairs carried out. Councillor Sparrow also stated that Wilfred Smith had asked for repairs to Wailui road as a cream lorry was using it this season. —Left to Engineer. Mr W. An application for tho position of ranger was received and held over until next meeting. .;.-', The chairman reported on attending the Counties Association's Conference in \7eflington, when 130 remits \were dealt with. Ho gave an outline of the principal ones. He also attended the Highways Board meeting at Nelson, on which ho also reported.. The County Clerk reported on theCounty Clerk's' Conference held at Wellington, Forty were present from all parts of tho Dominion, and it was decided to form an association and a further conference is to be held in September. DEPUTATION On behalf of the Golden Bay Electric Power Board. Mr Frank Page and Mr J. E. Windle waited on the Council, asking that work be done on the road leading to the proposed power house site, and stating that it was expected to start active operations shortly, when there would'be a good ileal of traffic on the road. - • . Tt was resolved, on the motion of Councillor Sparrow, seconded by Councillor Synies. that application be made to the Public Works Department For a free grant of £l5O, to be put on the Supplementary Estimates. The tender of Mr V. Manson of £279 4s was accepted for the deviation and improvements to MeAvtney's Hill. /
