WASHINGTON, July 2.
President Wilson announces that the American soldiers at home and abroad will in January number four millions. More than a million American troops are now in France, of whom 276,000 were sent in June.
President Wilson adds that the United States rejoices to see her forces going faster and faster into the struggle which is destined to redeem the world. MUNITIONS EXPLOSION AT SYRACUSE. (The late Lord Rhond'da was juewiaps better known as 'Mr D. A. Thomas, M.P., He was iJevated to the Peerage in 1916. He was President of the Local Government Board in. the Ministry formed in December, 1916, and became Food Controller in June, 1917. In the House of Commons he represented Merthyr Borough, from 1888, and Cardiff since 1910. He was one of the "coal kings' 'of Wales, and a scholarly man. His recreation was farming. Ai Food Controller he rendered great service to his country.)

In the House of Commons, replying to ill- Page Croft, Mr Bonar Law said that the question of the best methods of securing command of essential raw materials produced within the Empire, with a view to safeguarding the Empire and its Allies during the reconstruction period, had' been considered by the Imperial War Conference, which had arrived at important-decisions thereon, which he hoped would form the basis of discussion with the Allies, and lead to the co-operation desired. - SOUTH AFRICA.
