VOLUNTARY SYSTEM IN BRITAIN
REMARKS BY MR BONAR LAW. (Received Dec. 16, 8.45 a.m.) LONDON, Dec .15. ■Air Bonar Law, at a Unionist meeting in London, said that never in the world's history had an army such as Britain required enlisted voluntarily. The voluntary system had failed in tho American Civil War, but it had not failed here. Wo were sure to get all the men needed.
