ACTS TO COME INTO FORCE *> SHORTLY.
Some important Acts of Parliament passed last session will come into operation on New Year's Day.
The Crimes Amendment Act gives judges -lid magistrates Dower to order that at the expiration of his sentence a prisoner may be- detained in a reformatory institution for any period from three years in Magistrate Court cases to ten years in Supreme Court ca?«s. The Destitute Persons Act is intended to make the lot of the wife-and-child-deserter more difficult, and to facilitate his being brought back to New Zealand if he has left the Dominion.
i Tl}e Commercial Trusts Act is designed for the repression- of monopolies in trade or commerce, and th-o Secret Commissions Act renders illegal the practice of agents in *■ ecretly accepting payments o.nd other valuable considerations from third persons in respect of the business of the principals. The Auctioneers Amendment Act provides that at auction sales of fish, fruit, or vegetables every lot shall be sold to the highest bidder, and the auctioneer must not refuse a bid from any person who i.* willing to pay cash for the goods on the f;ll of the hammer. The Act also enables the local authority, on application- ,to make out the auctioueor's license in. the name of any person named by the applicant. The liylaws Act i= a'g'oneral measure intended to make better provision than cxistedi previously, for" validating, bylaws ma-da'by local' authorities: In addition to machinery amendments of the original Act, the Post and Telegraph Amendment Act provides- that the Governor may take and retain possession of telegraph stat'ons in time of war. The Indecent Publications Act is intended to obviate -exi-tisig difficulties nn the- way of proseeulion3 for indecent matter published in newspapers, and provides that persons charged with tht> sale or publication cf indecent literature can be- convicted summarily.
The National Provident Fund Act provides State aid towards a scheme to encourage the making of provision against destitut'on, arising from old-age, sickness, widowhood, and orphanage. The Gaming Amendment Act, abolisning bookmakers and reducing the number cf totalisator permits, comes into operation on 31st January. The Public Revenue Act, which substitutes- the post-audit system in connection with the public accounts for the existing pre-audit system-, 30-m.es into operation on Ist April.
