LONDON, Avg. 14. In the House of Commonp, by 154 to 64 Mr O'Mara's amendment to the Pacific Cable Bill, limiting tbe Motherland's borrowing to five eighteenths, was negatived, as was >.Iso an attempt to give the Government control on the Board, including fixing future rates. The Nationalists urged that the scheme benefitted the Colonies alone, and that a cable constructed by British And Irish capital ought not to be subject to colonial control; moreo\er, that rates were likely to be cut regardless of commercial considerations. Mr Austen Chamberlain said the proposals showed true proportions of resp nsibility. The Bill passed without amendment, and, was read a third time.
