LONDON, August 13. It transpires that resolutions adopted by the Natal Ministry suggesting the banishment of B -er leaders an I distraining tho property of those still in the field reached Mr Chamberlain on 25th July. Oa the 30th Mr Chamberlain forwarded t> Lord Kitchener a draft of the proclamation, which was approved by the Natal nnd Cape Government on the 2ni and 3rd instant respectively. Replyng in the House of Commons to Mr F. A. Charming (Northamptonshire East), a strcng opponent of the Government war policy, Mr Chamberlain said that Lord Kitohener fully approved the proclamation bHfore it wsvs drafted. The " Daily News'' describes the proclamation as " an empty thunderbolt, the fooli h bluster of a baffled bully seeking to cow where he cannot conquer." As a result of th<3 proclamation there has been a general advance ia stocks. Consols are quoted at 93 J per cent. The proclamation has provoked an outburst in France and Germany of unfrißndliness towards England. Some nnpera describe the position as "the bankruptcy of English generalship."
