Rarely if ever has a Government measure received such a unanimously severe handling at the hands of the Legislative Councillors as has been extended to the Referendum Bill, the debate on which is not yet concluded. Not a single speaker, so far, has supported the Minister of Education's motion for the second reading of the measure, while such supporters of the Government policy as Messrs Arkwright, Louisson, Kelly, Twomey, Reeves, Lee-Smith, and Bigg spoke in condemnation of it. The probabilities are that the bill will receive the " happy despatch " by the carrying of Mr Arkwright's amendment that it be read a second time that day six months.
