In the House of AssGmbly yesterday, Mr Dibba in making a personal explanation read an extract from a letter received by the Premier from General Edwards, which he, Mr Dibba, declared to D 9 a conspiracy between tbe Premier and the Imperial office. He was called to order by the Speaker, The extract referred to is as follows: — "A portion of the Chinese Imperial squadron is now at anchor under my window, consisting of two iroaclads of the newest type, and four very fine heavi ; y nrmed cruisers. Admiral Fing, who is in command, is an old comrade of mine under Gord <n in 1864. I have bean urging him strongly to take his fleet and show his flag in foreign waters, especially in Australia, but he oaunot go further this year than Singapore.
