Sir Cunliffa Owen presided, nnd tock occasion to express fche general regret felt nt fche death of Sir Alexander Stuarfc. Mr Berry, in responding to the toast of the Executive Coinmissionex-a, said he re- I joiced in fcho growing conviction in the mother country of the value of her colonies. He considered that fcbe Exhibition now open represented the federation of ih-> Empire. In alluding to tht- Now Hebrides question he urged ihit the Imperial Government should protect th**** interests of fche colonies iu regard to tho-*e islands. Mr Mantling concurred with Mr Berry, and said that thn colonics were educating > t,ho Imperial Parliament aud Goverumeub to ; the value of Im|)iii:il unity. *■ Sir A. Blythe expressed thc opinion that . the colonies would help England if she trusted l them. The guests numbered over 7 one hundred prominent colonial visitors, and ) included Sir Samuel Davenport, of South i Australia. r The Marquis of Hartington has issued an e address to the electors of the Rossendale 1 division of North East Lancashire, in which 3 lie urges that it is necessary that the Parliament should represent the whole kingi dom, and that the powers conferred on - subordinate bodies should be delegated and s renounced, the right of control being res served to Parliament. His Lordship further 3 contended that such bodies should adminy ister justice by authority of a responsible a Parliament. e Spofforth is fast recovering from the v injury to his hand.
