Chiang Calls Conference
NANKING, Tue. (10 a.m.)—Generalissimo Chiang Kai-shek has personally ordered the convening of a political and military conference in Nanking on March 20.
This closely follows official Nationalist communiques reporting the evacuation of Kirin and Cma, the loss of the very important railhead of Szepinhkai and the imminent fall of Loyang—easily the blackest week for the Government since the beginning of the civil war.
All Army commanders and civil Governors of the Central China provinces will attend the conference. The primary objective is reported to be the “securing of the Government positions in the Central China plains between the Yellow and Yangtsc Rivers.” The discussions will centre around the organisation and training of local defence forces, conscription, coordination of the transport systems, and the control of commodities. Meanwhile, strong Communist forces are reported to be encircling Tsinan, provincial capital of Shantung.
