(Received 2 p.m.) COPENHAGEN, April 27. Mr Maisky has arrived en route to London. He said he was carrying no message for anyone. Russia has put proposals to Britain and was now awaiting a reply. Negotiations with Britain hitherto had gone well. Russia was ready to help with materials and machines, if the western democracies were attacked. He whs returning well satisfied. “Russia’s position is quite clear. In the event of European attacks we will help Europe. I will return to England satisfied that our negotiations have reached a point at which both parties must wait.”
