The Peking correspondent of the “Daily Telegraph,” on his return from a tour of Manchukuo, writes that he was impressed with the change in the Soviet temper on the frontier. The position, he says, has been reversed since last July. Now the Russians are on the offensive, and the Japanese meticulously unprovocative, He reports that 300,000 Soviet bayonets, 1200 aeroplanes, and 70 submarines are near Vladivostok. The railway between Vladivostok and Khaborovsk is transporting military supplies almost exclusively.
