ELECTION OF BISHOPS
NO OPTION AFFORDED RADICAL CHANGE PROPOSED, RIGHT TO REFLTSE.

The Bishops’ Committee, reporting to the Church Assembly, proposes tha.r, the Doan and Chapter of cathedrals should have, the right to refuse to elect as bishop the person named in the King’s Letter, giving their reasons in writing, though it may be open to the Crown to override their decision.
At present it is a criminal offence, punishable by imprisonment, to refuse to elect the person nominated. The committee points out that in practice a bishop is nominated by the Prime Minister, who sometimes is not a member of the Church of England, and the present system does not afford adequate safeguards against ill-consid-ered appointments.
The committee also proposes that, before the Prime Minister advises the Crown, be should consult a committee, including the two Arehbishops and five members of the Church Assembly, but without derogating the Prime Minister's ultimate, responsibility. The report will be considered at the next mooting of the Church Assembly.
