ALL RUSSIA REPRESENTED,
COMMUNISTS DOMINANT
(Australian Press Association.) (Received 11.52 a^m.) MOSCOW, May 29. Fifteen hundred delegates froth all parta of Russia met in the Opefa Souse for the All Union Congress -of Soviets. There were many women delegates. Communists ate distinctly in the minority in . the Congress, ‘but hold practically all the key positions. The Congress will sit for 10 day. 4 and Will advise the Soviet, Government as to the legislation it desires.
