AMERICA ADVANTAGED. (Received 10 a.m.) PARIS, September 15. It is semi-offieially stated that, .pending conclusion of the Franco-Ame-riean commercial agreement, France is shortly promulgating a decree giving the United States unprecedented advantages of a special tariff amounting to a rebate of half the new duties. —A.P.A. and Sun.
