THIRD COMMISSIONER. MR J. R. FISHER APPOINTED. (Received 9 a.m.) LONDON, October 24. Mr Mac Donald announced that Mr Joseph R. Fisher had been appointed the third member of the Irish Boundary Commission. He hoped that Ulster and the Free State would renew their efforts to settle the difficulty.—Reuter. Mr J. R. Fisher, who is 69 years of age, was formerly editor of the "Northern Whig," Belfast. He was educated at the Royal Academical Institution, Belfast, and Queen's University, attaining the B.A. degree in 187 G. He studied also in Germany and France. He was foreign editor of the "Daily Chronicle" in 1881, assistant editor of the "Standard ,, (1888-91), and was called to the Bar in 1888. Mr Fisher contributed to the new Encyclopedia of the Laws of England and was honorary lega.l adviser to the Institute of Journalists till 1900.
