(Received 8 a.m.)MOSCOW, Sept. 22. A wireless message states that Commander Koltchak has resigned his position as chief ruler, in favour of General Denikin. The assassination of Koltchak was attempted, but there are no details.— A. and N.Z. A Bolshevik delegation proposed peace with Ukrainia, on the basis of the independence of Ukraine, conditional on the latter's neutrality in the Struggle against Denikin and chak. The delegation declared that the Moscow Government had decided to conclude peace with all national governments, in order to crush the coun-ter-revolution.—Reuter. LONDON, Sept. 22. The War Office announces that General Denikin's successes continue. In addition to the capture of Kursk, which is an important junction on tthe Kharkov-Moscow railway, the volunteers are progressing on the whole front between ' Kieff and the Black Sea. iMamontov's operations behind the Bolshevik lines continue successfully. A Mamontov and Bolshevik force has *" occupied Penga and Saratov. —A. and N.Z.
