LONDON, Aug. 23.
The Government has no official intimation that Germany will refuse to surrender officers indicted for breaches of the laws of warfare.
An Admiralty list of submarine commanders has been sent to Paris. Some misgiving has arisen owing to the release of Keisowetter, a notorious submarine commander, in direct opposition to the Admiralty's wishes. —A. and N.Z.
