CHRISTCHUROH, April 9

Referring to the Post and Telegraph Department at the laying of the foundation stone of the new post office at A'.aroa, the Hon R. H. Rhodes, Post-master-General, said it was one of the most, if not the most, progressive departments in the Dominion, and, under the present Government, was continuing its career of progress. He instanced the extension of the telephone system, reduction in parcel rates, in wireless and in cable rates, and the increase in the rate of interest on Post Office Savings Bank deposits as evidence of the progress of the Department under the present .Government.
