LONDqN, Aug. 27. In a leading article on "Children and Crime" 'The Times" says:— "It may seem fairly satisfactory that there were no more than 3936 charges against children in 1912, and only 1403 were convicted. "Yet it is a grim and terrible thought -that any such wholesale connection between crime and children should be possible, for the world is gradually coming to the opinion that they are born good."
