NEW PUNISHMENT
REGULATIONS
The Defence Department has revised thte regulations dealing witfh ■disciplinary punishment of territorials, limiting the power of commanding officers to impose fines to a maximum of £2. In the case of fines exceeding £1 the soldier has a right to elect to be tried by court martial. It is also provided that if in the interests of discipline the commanding officer considers a fine unsuitable to the case he will remand the offender and make application for the case to be tr'ert by court-martial, provided the offence i„* one which cannot be dealt wi!.h in a magistrate's court. A company commander may impose fines up to 10s, except for drunkenness, subject to any remission a commanding officer may order. Extra drills may be ordered if necessary .'for disciplinary training of senior cadets. The regulations contain a scale of maximum fines for the guidance of officers as follows: —For appearing on parade not in the order of the day or with clothing, arms, and accoutrements dirty, incomplete, or improperly put on, 2s 6d; inattention and minor i> regularities on parade, 2s 6d; neglect to notify change of address within 14 days of such change, 7s 6d; failure to produce his personal recoro book, lf)s; minor cases of noncompliance with orders or neglect of duty, 10s; on transfer failing to report arrival at his new address within 14 days to nearest area sergeant-major, £1. For simple drunkenness the fine for a first offender is 10s, second offence within 12 months, £1; third offence within 12 months, trial by courtmartial. Otherwise a fine of 10s will be imposed for each instance of simple drunkenness.
