A Memorandum issued by the Admiralty shows that on April 1 there will be eleven battleships, three battle cruisers, thirteen light cruisers, thirty-five destroyers, and twenty submarines under construction. With the completion of the present, programme Britain will possess thirty-nine battleships, thirty-eight light cruisers, and 125 destroyers, compared with 'Germany's twenty-six, twenty, and 102. Though the Estimates show an apparent increase of about a million aiid a-quarter on the previous year, t'eere is actually a decrease, because they include the re-voting of £1,600,----000 unexpended in 191?. As was anticipated, the total Estimates forms a record, and passes the forty-six million mark, Mr. Churchill's demands totalling £46,309,300. Th 3 building programme includes five battleships, eight light cruisers, sixteen destroyers, and a number of submxrines. The total amount tak-ju for new construction is £15,958,525 The total personnel, officers ani men, n.t the end of next March will bo 146,000.
