"L© Temps," commenting on Mr, Asquith's statement that Britain- is under no obligation to send troops to Europe, remarks:—lf France cannot count on the active co-operation of Britain spontaneously offered in 1905, 190S, and 1911, that will be an additional reason for augmenting the military forces. M. Jaurea suggests that as France and Germany do not intend aggressiveness an entente between France, England and Germany would guarantee the peace of the world. LONDON, March 13. The German Government has issued a Note dissociating itself from the violent press campaign against France. It declares that the army increase is not directed against the Republic, but is inspired by a desire to be ready for any attack. Meanwhile controversy rages, in Paris and Berlin.
