PRISON REFORM.
On May 1 there v/ilI come into force a number of striking new regulations for the treatment of convicts sentenced under the Prevention ot Crime Act, .908, to "'preveniive punishment." A prisoner who has behaved examplarily tor six months will be awarded a certificate of industry and conduct, four S_h will obtain for him promoa special grade which carries cercain privileges or a small .. payment. Prisoners will ba employed at useful trains or at agricultural work, and will earn small gratuities thereby. These certificates will win for a prisoner the right to a garden allotment.
