In the Reichstag, Herr Schrader, Iα a speech on the Navy Estimates, said that Britain was now convinced that the acceleration of the German navy was untrue.

Germany was neither in a position to attack nor desired to attack England. The whole naval hullabaloo was a weapon in the hands of the English Opposition. The Gorman fleet was solely for home defence. Trade was rot made by warships, but through its own activity. The question of thelimitation of armaments would be raised when the Chancellor's estimates vere considered.

Herr Tirpiatz corroborated Herr Schrader's definition of the navy's objects.
