BANGED, BOLTED AND BARRED.
IMPERIAL RECIPROCITY DOOR,
ONE REBUFF SUFFICIENT.
(Received February 20, 10.12 a.m.)
LONDON, Feb. 18
The "Times," commenting on the Imperial Conference, says that while Australia and New Zealand have suggested a number of subjects for discussion and South Africa half as many, Canada does not consider any question of sufficient urgency for suggestion,
The "Times" adds that Imperial preference, in which Canada is keenly interested, is barred, though South Africa;originally proposed it. Hitherto this has been a prominent feature of the conferences. Resolutions dealing with inter-Imperial reciprocity were moved by Australia, New Zealand, and Cape Colony, and were sur>--1 orted by all the others, but the door was banged, bolted, and barred by Messrs Asquith, Lloyd-George, and Churchill. These gentlemen still control the situation, and it is not surprising that the dominions will not exrose themselves to another rebuff.
Canada has emphasised her hopelessness by seeking elsewhere what she has vainly sought here. Mr Asouith's argument, at the last conference was that the Motherland returned preferences by bearing the cost of defending the dominions. South Africa intended to reply: "We will relieve you of defence. Take back your preferences."
