Concerning the criticisms of his proposals in the direction of utilising prison labor in the making of fruit farms, the Minister said he had more reason than ever fo- believing that the scheme would be of benefit in promoting settlement and cheapening fruit. "There seems," said Dr. Findlay, "to be misapprehension as to the means by which the scheme can be carried into operation. So far as my Department is concerned, no legislation is required further than that which already exUts. Probably, however, some further legislation will be required to enable the Land Settlement Department to proceed alont. the lines suggested, but the Justice Department. ; s, of course, already in a position to supply the necessary prison labor."
