Pahiatua Borough Affairs
MONTHLY MEETING OF COUNCIL On Monday evening the monthly meeting of the Pahiatua Borough Council was held, there being present: Mr. S. K. Siddells (Mayor), Crs. W. A. Carthew, G. H. Hodd, S. J. Judd, G. Ancell, W. Hall Watson, J. W. Greaves, T. W. Watts, J. E. Murphy and the town clerk, Mr. L. D. Lovelock. Correspondence was received as under: — From the Minister of Public Works, regarding river erosion, advising that it is regrettable that the council was not able to deal with this work during the period when labour costs could have been substantially subsidised. The matter has been noted for consideration when the annual Public Works estimates are being prepared.—Received. Manager New Zealand Railways, regarding wagon seats, advising that the New Zealand Railways have none of these' seats available for disposal.—The Mayor stated that previously the council had procured a number for the Squares.
State Advances Corporation, in respect of the footpaths, bridges and borough improvements loan: (a) That the corporation is prepared to offer the sum of £I2OO in respect of the abovo loan at an interest of 3$ per cent, for the term of 10 years rateable on a basis of a 15-year amortisation table, interest to commence on April 15, 1939; (b) advis* ing that the loan is to be secured by 21 debentures, the first 20 of £sl 15s Id each and the 21st of £471 0s lid. it will bo necessary for the council to pass a resolution authorising the raising of the loan on the corporation’s terms, authorising the issue of debentures, appointing officers to sign and countersign the debentures and appropriating the special rate to the loan. It will also be necessary for the council to apply for an Order-in-Council authorising the raising of this loan and authorising the raising of the present portion of the loan on the corporation’s terms. It will also bo necessary for the council to agree to pay a holding fee calculated at 3§ per cent, for the period from April 15 until May 1, 1939. The Mayor moved that they accept the offer of the State Advances of £I2OO on a 10-year term on a 15-year table and that an Order-in-Council be applied for authorising such. The consulting engineer, Mr. Toogood, regarding Balfour Estate Springs, advising that it is fortunate that the work has been completed before the break of the present drought, because now the borough can give these springs a complete test as to their yield in dry periods. He would be glad of the opportunity now that something fairly definite has been proved regarding the yield of the springs, to complete his report on the best method «f using them. Crs. Hodd and Watts thought that the' present work completed at tho springs should be sufficient for the time being, and that the town clerk write to the consulting engineer advising him of tho position.
Wellington City Council, advising that Mr. E. M. Bardsley had been appointed as secretary-organiser to the Wellington Provincial Centenary Council. Department of Labour, regarding No. 13 scheme, full-time subsidised works, advising that it has been decided to continue the scheme temporarily beyond March 31, 1939. Applications for subsidies fo? new works may still be accepted, but no new works may be commenced without prior approval of the department. Messrs. Davies and Gowler, in application for formation of footpaths in Tyndall and King Streets. —Referred to the works committee.

Rev. A. A. Armstrong, in application for the extension of the tar-sealing of Cambridge Street.—Cr. Ancell thought it a very good idea to complete the sealing of the road. The town clerk stated it was getting late in the season for tarsealing. The Mayor moved that the matter be left to the works committee. —Carried.
It was moved that Crs. Carthew and Judd be, as from May 1, 1939, the council nominees on the Pahiatua Fire Board.—Carried.
Cr. Carthew thought that when the estimates were considered the council should seriously consider a better lighting scheme in the main street. Crs. Watts and Hodd supported tho suggestion. The Mayor thought that ten lamps would have to be erected throughout tho town squares.—The matter was left to a committee to investigate as to the best typo suitable for the town and report to the next meeting of the coun-
