Balfour Springs Test Proves Satisfactory

NBXT step should be RETICULATION The consulting engineer (Mr. H. F. Toogood), in a letter to Monday’s Borough Council meeting, remarked that it was fortunate that the work had been completed before the break of the drought, because the borough could give these springs a complete test as to their yield in dry periods. He would be glad jf the opportunity, now that sometning fairly definite had been proved regarding the yield of the springs, to complete his report on the best method of using them. He also recommended that the capacity of these springs should be further tested during the dry weather. The town clerk said that Mr. Toogood had called on him, and a test had been taken of the water in the reservoir, a 24-hour test on scheduled hours showing that the Balfour springs alone were capable of Ailing the reservoir with a quarter of an hour in hand. The mayor said that as far as reticulation was concerned, it seemed that they had a sufficient water supply for many years, and it was not necessary to embark on the third stage of the borough reticulation as suggested by Mr. Toogood, especially in view of the unsettled financial situation. He moved that the town elerk be instructed to write to Mr. Toogood to this effect, suggesting that the third stage be left over for 1* months. This was seconded by Cr. Hodd and carried. Cr. Carthew thought it was time now that the council was cleared from debt, for them to decide what to do in the next two years with the money at their disposal. He suggested a discussion on how the money should be spent. It was time, he said, that they got a definite policy one way or another. While not advocating expenditure on reticulation, he thought the question was becoming imminent.

The mayor suggested that it would be better if the planning were discussed at the next meeting on May 15, when the preliminary estimates would be brought down by the finance committee.
