MEETING- OF COUNCIL "When the City Council met last evening there were present the Mayor (Mr A. E. Mansford), Crs. J. Hodgens, W. B. Tennent, W. Mouldoy, A. A. Langley, J. J. Stevenson, J. T. J. Hcatlcy, G. Tremaine, W. B. Cameron and R. L. C. Aitchison. Quality of Tar Mr Hughes (engineer) reported as follows on the quality of tar manufactured at tho city works: —“Tho asphalt work referred to me for examination is definitely tarred asphalt and made of material not up to standard quality. In April last we had occasion to take this matter up with tho works manager. A copy of an analysis made by tho Dominion laboratory for the Main Highways Board at the request of an adjoining county council was supplied v to me. This was handed on to the gasworks in the hope that tho information supplied would be of assistance in determining the cause of tho trouble. There is a good deal of variation in the batches turned out. The tar supplied for surfacing the new streets laid down last season gives every indication up to tho present of being satisfactory, but it is tho in. consistency of the various ‘brews’ that is causing concern to. the works manager. He informs me that ho is doing all ho can to maintain the supplies at a constant quality. The matter wants careful looking into and I offer the suggestion that information as to the correct working of tho distillation plant be obtained by the manager from some of the larger gas companies.” The council has asked tho gasworks manager also to report. Surface Water Tho engineer submitted the following report on surface water which accumulates in the vicinity of College and Linton streets: — “I examined at least a dozen properties in the locality bounded by Fitzhcrbert avenue, Park road, Linton street and College street. There was a considerable quantity of surface water lying about in the rear o-f the sections and I could find no defined outlet towards College street. The sections are five chains in depth and the greater quantity of tho water was lying at the rear of the sections and well aw-ay from private dwellings. This water in the past has soaked away into the.soil, but with the exceptional rainfall during tho winter there is more water than usual.”—The council decided to take no action.
