REDOUBLED EFFORTS BY INSTITUTE United Press Association—-By Electric Telegraph—Copyright. BANFF, August 21. Mr Edward C. Carter, of New York, has been chosen to fill the newly-crea-ted post of Secretary of the General Institute of Pacific Relations. . The Institute has created the position in view of the growing responsibilities and demands on its programme with members assembled from China, Japan, United States, Australia, New Zealand, Canada, Britain and the Philippine Islands, and observers from France and the League of Nations International Labour Office. The Irustituti is preparing plans for a further extension of its work during tho coming two years from the central headquarters of he Institute at Honolulu and by means of frequent trips to National Council offices in countries bordering on the Pacific. Mr Carter will supervise and carry out these plans, especially in connection with the research programme. Mr Carter has been secretary of the American Council of tho Institute cf Pacific Relations since 1927 and for the past two years has been vice-chair-man of the Institute’s Programme Committee. Mr Newton D. Baker Appointed Chairman Received Tuesday, 11 p.m. BANFF (Alberta), Aug. 21. Mr. Newton D. Baker, Secretary of War in the Wilson Administration, has been appointed chairman of tho Council of the Institute of Pacific Relations, succeeding Mr. Jerome Green, of the University College of Wales. In acknowledging the honour, Mr. Baker told the conference that most of the troubles of the world arose from misunderstanding; therefore, tho institute had a high duty in searching out and spreading knowledge in order to lay the basis for understanding, through approaching in a hopeful and scientific way the great international problem which had come to be tho world's preoccupation and concern.
