FRENCH CUSTOMERS IN A DILEMMA. PARIS, Dec. 29. The quota system has been working in a strange fashion during recent weeks. No British-made suits are now allowed to enter France; consequently, well-to-do Parisians, and Englishmen and Americans living in Paris, who always buy their clothes from English tailors, are unable to replenish their wardrobes. Apparently the only method open to them is to visit London and return wearing their new suits. The French and British Chambers of Commerce have taken up the matter, but the French Customs authorities are obdurate.
