CHANGE IN CONSTITUTION. MUNICH, Dee. 24. “If the German nation once authorises the Nazis to introduce a new Constitution you are powerless to prevent it,” says Herr Adolf Hitler, the Nazi leader, in an open letter to the Chancellor, Dr. Bruening. “Germany does not exist for tho sake of tho Constitution. Lf the Constitution fails the nation does not perish, but it changes it.” Herr Hitler cites Germany’s inability to follow England’s splendid election example as proof that a democracy is not suited to Germany. He condemns as futile the provisions of llic emergency decree aimed at political excesses and prophesies an increase of political terrorism as a result of it.
