The General Council of the Trades Union Congress has firmly j recommended the establishment of a national industrial council of employers and employees; together with necessary conciliation ’4 machinery on the lines of the Mond Conference of last April in its annual report issued to-day. • • The recommendation’ comes before the Trades Union Council on September 3, when it is expected to be endorsed.
