LONDON, Sept. 23. The Times publishes a remarkable communication written by a Canadian record officer concerning Sir Kobert Borden's visit to Britain. He says: '' To-day it is recognised that Sir Robert Borden has won a place by the side of Rhodes, Chamberlain, and Botha in that charmed circle of clear-sighted statesmen whose exertions we may hope have saved the Empire in our generation."
