An Inter-State conference of railway engineers recommended the unification of the trunk lines on the 4.8)£ gauge at an estimated cost of 13% million pounds. It was comsidered that the unification of the whole of the lines was essential. This would cost 37 millions, but a smaller scheme would suffice for the present.
