Lord Selbourne, the High Commissioner, in an address at Capetown University, strongly opposed breaking up of Basutoland or other native reserves and the' allotting of them to wliites. He deolared that the natives were entitled to a share in the laud. He deprecated a uniform franchise, and advocated a commission of judges, the enfranchising of the civilised natives, and setting up rtpresentative connoils of tlio unenfranohised.with freedom of speed), but no powers.
THE CONSTITUTION OPPOSED.
The Chief of the Baralong tribe is opposed to the South African Constitution.
