Fitcliett to the Anglo-French New Hebrides Committee, /Which will arrange details of the court, salaries and other administrative matters. The Colonial Office suggested thtt Mr Deakin should accept Mr Fitcliett as Australia's representative. Mr Deakin curtly declined, declaring that since he was not consulted originally, lie did not now desire to assume responsibility of a Convention which did not promise to succeed, being full of administrative difficulties besides introducing a dual system of jurisdiction.'
