ALLIES PREPARING
CONFERENCE WITH RUSSIA. NEW YORK, Sept. 2. President Roosevelt intends to send Mr Sumner Welles (who was recently reported to have resigned from the position of Assistant Secretary of State) as an advance envoy to Moscow to prepare the tripartite meeting between Mr Churchill, President Roosevelt, and M Stalin, says the New York Times Washington correspondent..
It is believed that President Roosevelt is delaying the official announcement of Mr Welles's resignation until he is ready to announce his new status as roving ambassador. The correspondent adds that Mr' Eden will probably be going on a similar mission for the British Government. A Britwh-Ainericau-Russian conferenco to discuss urgent problems is highly desirable, said Mr Cordell Hull when addressing a. Press conference. Later the State Department issued a statement that the Soviet Government had been consulted and kept fully informed by the British and American Governments regarding all aspects of the military situation as it developed in connection with Operations against Italy and other operations in the European theatre; also respecting political situations _ arising directly from military operations.. Mr H. Hopkins (the President's personal adviser), writing in an American magazine, predicts that Germany and Japan will both be crushed by 1945, but warns that the loss of Russia from the Allied 6ide would lengthen the war immeasurably.
