PASSAGE OF TROOPS

(British Official Wireless.) (Rec. 1.5 p.m.) RUGBY, Sept. 25. Die British Minister at Helsinki (Mr G G. M. Vereker) has been instructed to protest strongly to the Finnish Government against its action in agreeing to allow German troops to pass through Finland on their way to Northern Norway. This action constitutes a clear breach of neutrality and international law.
