HOROWHENUA COUNTY

COUNCIL’S MEETING. I? ECO-VSTRUCT lOX OF HIGHWAY. At the monthly meeting; of the Morovvllullna County Council, yesterday, Ci 1 R- A. .Monk presided. Also present 'voi-u Cl’s C. I*, Jensen, I-'. J. Ryder, A. .M. Colt jlllk mi 11 , I). K. <; uv, L, H. Host. .J. 1). Aitoliison, A. ,J. Gimbletl liml A. Al Atkins. Owing to the annual mooting having int eryi-ned since t lie lust monthly mooting, the volumo ol - Inisinoss was not groat.

I ho District Engineer, 'Public Works .Department., wrote slating that the department had carried out reconstruction oj the I au’iu-I’almerst on North (No. GO) Alain Highway, and at. various places land was required for new mail purposes where widening and deviations had occurred. “The legalisation ot any land reijuired for new road purposes is being attended to bv this department,” the letter stated',’ “and the necessary land surveys have been completed and plans approved by the chief surveyor. However, the original road reserve covering the above-mentioned section has never been legalised, and it is desired to complete legalisation of the old original road reserve as well as the areas which ref|Uire to be taken lor the new road purposes.” Enclosed were tracings in duplicate approved by the cliiel surveyor showing the original mad reserve which it js desired to legalise by proclamation under Section 1” of the Land Act. 1921. The plans had already been approved by the chief surveyor and consented Lo by the Commissioner of Crown Lands. Ihe consent of the council in pursuance of a resolution endorsed on tlaplans in duplicate was requested.—The council agreed to the land being taken, as requested. The chairman stated that this did not entail making the road a State highway. A plan of drainage proposals intended to relieve the flooding that now takes place on Alcssrs Lawry Bros.’ property at Alakenm during the winter months was enclosed in a letter from Air 0. J. Dolan, of Palmerston North. It was stated that this property had recently been broken in, but on account of its exceptionally level nature had been rendered unworkable at certain periods because of Hooding. It, was proposed lo lower 11nroad culvert in order to get full advantage of the available fall, and permission for this to be done was sought by the contractors. The present culvert appeared to be ton short, tinletter added, and the inlet end especially was often blocked by spilling down from the road above. A request was made to the council for two more pipes which would ho laid along with the existing ones when they are lowered.—The matter was referred to the engineer, with power to act. The District Public 'Trustee, Palmerston North, advised that the farm inspector had made an inspection of the estate property of Philip Joseph Henticssy. at Shannon, leased to Air J. J. K. Hcnncssy. and had reported that a large stump had fallen into the river in tlu- council reserve. This tree would he detrimental to the estate property in time of floods, as it would tend to force the flood water across the. stream and thus wash away the bank. A miiiiest was made for the stump to he removed.—The matter was referred to tlie engineer and Cr Best with pouci to act. STATE OF BOAD. The New Zealand Public Service Association. Alangaore snh-scction. Shannon, wrote, on behalf id the motoring members of the association, to draw attention to the state ot the load between Alangaore and Shannon, and to ask if it was possible to put it into a state of permanent repair. The letter stated that there were 29 members constantly using this road and quite a number ot others outside the organisation. There was also a

constant stream of tourist traffic to Mangaliao, and heavy traffic quite often to the power station. It was contended that this road carried more traffic than any secondary road in the district, apart from the beach roads which, however, were only seasonal in use. This had resulted in the road breaking up rapidly, and the only real cure would lie to seal it.— It was decided to reply that the matter would receive oarlv attention.

Airs J. A. Easton, in a letter, asked the council if it would he possible to clean out about three chains of the drain opposite Alcssrs Stern Bros.’ cream stand at Buckley.— Referred to the engineer for his attention.

Advice was received from the Controller and Auditor-General that an award had been made by the Audit Office in respect of the Otaki River district in terms of Section 0 of the j River Boards Amendment Act, 191(1. 'and forwarded to the Department of , Internal Affairs. The department would furnish the council with a eoev in due course. One of the terms of the award was that the costs, which included the auditing of I'lie Otaki River Board’s hooks up to the date of the award, should he paid proportionately by the the council and the Otaki Borough Council, tin- letter proceeded. The j amount due from the council was £.’i Is :ul.—“One of the privileges we have inherited,” remarked Cr A. .1. Gimblett. It was decided that the amount lie paid. BRIDGE NEEDING REPAIR. 'film district engineer. Railways Department, informed the council by letter that a recent inspection of the road overbridge -lo miles south ol Otaki had disclosed that the planks of the decking required renewing. 'I he estimate'll cost of the work was £2-1. and if it was desired the department 'would effect the repairs and make a charge to the council for I lie work.— The engineer said everything was under way; lie had been unable to obtain the necessary planks. The matter was left in the engineer’s hands. In connection with negotiations ovei a portion of a closed road fronting All Samuel Sloan’s property on the LevinFoxtou Road. near the Whirokino Bridge, in which it. had been suggested that the eastern half of this road should he vested in Air Sloan. .Messrs Harper, Atmnre and Thomson, solicitors. stated that the closed road exclusively adjoined the properties ol Mr Sloan on the eastern side and Messrs Ryder and Nicholson on the western side. It was understood that the western half had already been vested in the last-mentioned parties. However, whether this was so or not the present application was limited to the eastern half of the closed road. The letter asked whether the council could see its way clear to aeeodo to tho request.—This was the road where the deviation had been put in. said tile chairman. Me did not think that the council would he justified in closing the road. The western half had not been vested already, us far as lie knew. It was resolved that the question lie deferred, and the works committee he asked to report. A letter was received from the Melvin Borough Council stating that recently the Eoxton and Shannon Borough Councils, acting on the recommendation of the Department ol Agriculture. had made a request to the council that their respective boroughs should he joined in the Levin abattoir distrcl, and the council had agreed to the proposal. When the abattoir had been established the County Council had agreed to the AVh'.rokino ruling being included in tho abattoir district, which now extended to the northern boundary of that riding. A small portion of the Tokomaru ruling of the county intervened between the present boundary and (he Shannon borough, and it was desirable that this portion should ho included within the conjoint and redefined abattoir area. —lt was decided to agree to the proposal.
