DEFENCE MEASURES.
DECREES IN FRANCE. Received May 22, 1.40 p.m. LONDON, May 21. The Daily Telegraph’s Paris correspondent says that nine decrees include measures for increasing the Fleet’s personnel to 82,500 in the current year and 85,000 by 1940; modernising the fortifications in Algeria and furnishing (lie colonies with fuel oil stores.
