FRENCH CIRCLES OPTIMISTIC. PARIS, Feb. 20. Diplomatic circles arc more optimistic since Senator Berard’s second interview with General Jordan (Nationalist Foreign Minister) last night, when it is understood he was reassured of the independence of Spam and the repatriation of volunteers after the war ends. The Excelsior expresses the hope that there will be a speedy establishment of normal relations between London, Paris and Burgos. It is now possible that conversations will be resumed on February 22.
