NINETEEN NATIONSReceived December 9, 8.5 a.m. GENEVA, Dec. S. Nineteen countries have not yet paid a penny of their 1936 contributions. The Argentine, Chile, Peru, and Venezuela have paid; Ethiopia lias not paid her liability of £53,900. Spain has paid half, but like the others who have not paid promptly she will find the balance in terms of Swiss francs, as a result of the devaluation increased by 40 per cent.
