MR BALDWIN'S POSITION.
CANNOT SPEAK FOR CANADA
Received December 8, 12.45 p.m OTTAWA, Dec. 7.
An issue is arising among members of the House of Commons as to whether the Prime Minister went contrary to the Statute of Westminster in advising Mr Baldwin. It is claimed that the Canadian view should have been expressed through the Gov-ernor-General, as the personal representative of the King. The Prime Minister is silent. Lord Tweedmuir has been absent, but it is understood that on his return he communicated with the King after a conference with the Prime Minister. In tho House of Commons the rank and file are emphatic that Mr Baldwin cannot speak for Canada, and insist that nothing be done until the Kin* asks Canada's advice, when the issue will bo settled in Parliament.
