SUBMARINE DEFENCE.
POWERS UNWILLING TO SCRAP. LONDON, Sept. 26. / The Daily Telegraph says that, the informal London and Paris naval exchanges have revealed that the French Government will not in any circumstances entertain proposals for the abolition of the submarine, which it regards primarily as a weapon of defence. Nevertheless, the British Government will again urge the suppression of submarines at the next naval conference, which is now unlikely to ’be held this year. America and' Germany have expressed readiness to discard submarines provided others do so, but Japan if also adamant, while Russia, which has a considerable submarine programme in hand, is equally unwilling. •
