JAPANESE FORCES.

EMPEROR AT MANOEUVRES. ~TOKIO, Nov. 12. Outside news is eclipsed at present by spectacular army manoeuvres proceeding in the silk 'district plains and mountains to the north-west of Tokio, with the Emperor, mounted on his favourite charger, Shirauyki (Snowwhite), participating in the troops’ ardours day and night. The ex-War Minister, General Araki, is again in the limelight, commanding the Western Army against the easterners. Both are using the most modern equipment, including aeroplanes which the arsenals have been busily turning out in recent years. Multitudes are watching from the hills. Police and plain-clothes officers have recently been meticulously examining foreign passengers in trains in the region of the manoeuvres, even old ladies.
