AMERICAN NAVAL BASES. Tho Philippine Islands Independence Bill in the United States Congress provides for the maintenance of the United States naval bases for fuelling stations, and this must influence the 1936 Naval Conference, at which Britain, America, and Japan will have to consider the future disposition and manner of independence of insular Pacific naval bases, which the Washington Treaty “froze.” Tho attitude of the United States to Japan at present is one of friendliness tempered with caution. The feeling over the non-recognition by. America of Manchukuo has not yet changed, but relations have improved in other directions.

Probably, when the moment js propitious, Viscount Saito, Japanese Ambassador in Washington, will be empowered to offer Japanese co-opera-tion in guaranteeing the neutrality of the Philippines. On the other hand, the Secretary of

State, Mr Cordell Hull, hopes to persuade Congress to remove the discrimination against Japanese immigration, and grant a quota, allowing a limit of 100 migrants a year'.
