CONSTITUTION FOR INDIA.

(British Official Wireless.) RUGBY, Feb. 7. Tlio Secretary of State for India, Sir Samuel Hoare, stated in the House of Commons that the Government intended to lay a White Paper before Parliament containing its full proposals for a Federal Constitution for India ‘and to invite Parliament before the Easter recess to set up a Joint Select Committee of both Houses with power to confer with Indian representatives and to examine and report upon those proposals.
