Tn a warning to the unwary, the Chief Constable of Bucks states that letters are being received in England in an effort to work the Spanish prisoner swindle. A decrease in enrolment of about 11,500 students in the L.C.C. evening institutes this session, as compared with the corresponding period last year, is thought to be due chiefly to unemployment.
